A quorum,
consisting of a majority of IRB members (i.e. one more than half
of the total number of members) is mandatory for all IRB meetings.
Within the quorum, at least one IRB member must be a non-scientist.
A quorum for a five-member IRB is three members, one of whom must
be a non-scientist. A quorum for a ten-member IRB is six, one of
whom must be a non-scientist.
Voting privileges are limited to those members present at the meeting. Invited individuals
with competence in special areas are not voting members. A majority
vote is required for any disposition by the IRB. A member who has
a conflict of interest with the research effort under review may
not participate in the IRB’s initial or continuing review
except to provide information requested by the IRB. The tabulation
of votes for and against any action by the IRB, as well as any abstentions,
must be recorded and maintained in the IRB files by the IRB Research
Administrator.
